Online Permitting
All Permits ARE NOT available for online submission through the permit portal link. The goal of the Building Department is to provide the availability to submit all permits online using the permit portal link. However, this is a process, and we appreciate your patience as we work toward our goal.

Is your project in the city limits of Humble? Check the address by clicking the City of Humble Map link below:
Once in the MAP link – Select “Address Points – Search by Address”, Then input the address into the “Full Address” or just input the address numbers into the “Street Number” search box and hit enter.
The MAP is interactive allowing zooming to see the address numbers (Zooming is recommended for FM 1960, 1st Street, and Multi-tenant addresses.)
PLATS
Commercial & Residential parcel changes require platting. Commercial projects that are adding new structures or adding 50% or more to the existing structure size require a development plat. The City of Humble requires the completion of the plat process prior to any aforementioned building commencing on any commercial parcel. Plats require digital reviews and approval prior to a formal submission of a plat Mylar and supporting documents for final approval through City Council. The plat application and a digital, pdf formatted, version of the plat is submitted via our permit portal. Once the plat process is completed, the next process is civil plan review, contingent upon civil plans being required for the project. Civil plan review process is completed through the Public Works department, located at 102 Granberry St, Humble, TX 77338, Office 281-446-2327. Once the civil review process is completed or if your project does not require a plat and/or civil plans, you may proceed to the permit process.

PERMITS
The City of Humble has a permit portal for online permit submissions. Not all permits are available for on-line submission. Most permits that require plan submission will not be available for online submission.
Permitting a building project, residential or commercial, requires plan submission. Some examples:
- New construction
- Interior build-out or remodel
- Alteration of the building interior or exterior
- Installing a generator
- Adding solar panels
- Concrete
- Tree removal
- Fencing
- Buffer wall
- Screening wall
- Site development
- Boarding homes
- Floodplain – research before ANY activity begins within the floodplain (1% [100yr] and 0.2% [500yr] apply):
- Development
- Fill – Any Amount of Fill
- Grading
- Storage
- Often, a floodplain development permit is required even when a construction permit may not be required
Plan submission may be in-person or via currier. Submission is completed as follows:
- Complete a permit application – residential or commercial permit application
- The plan review must be paid upon submission of your project – fee schedule
- Two (2) Complete sets of plans

- State of Texas Engineer Seal and Signature, including M.E.P.’s; Required if Building is 5,000 square feet or more or if Building is $20,000 or more in construction cost, including:
- Plans printed – ARCH D – 24” x 36″ & edge bound
- One (1) disk/flash drive, digital copy in PDF format
- Building: Material to be used
- Electrical: One-Line Diagram – Load Calculations
- Plumbing: Riser-Diagram
- HVAC: Diagram
- Accompanying documents required – some examples:
- Asbestos survey
- Proof of Project Registration with TDLR – Approved Architectural Barriers Form – Required if $50,000 or more in construction cost
- FEMA – NFIP- Elevation Certificate if within Floodplain
- Soil Report/Engineer Calculated & Stamped For Holes/Piers
