City Secretary Department
The City Secretary Department serves as a key resource for residents and a link between the community and City Council. The team is made up of Texas Registered Municipal Clerks who conduct elections and official duties with integrity and professionalism.
The City Secretary is a position required by State law and the City Charter and reports to the City Manager. The department is responsible for:
- City Council agendas, meetings, and records
- Records management and public information requests
- Municipal elections
- Alcohol permit processing
- Maintaining the official City Seal
- Guidance on the Texas Open Meetings Act
Awards & Recognition
The City Secretary Department is a proud recipient of the Municipal Clerk’s Office Achievement of Excellence Award for two consecutive years, presented by the Texas Municipal Clerks Association.
This award recognizes outstanding performance in the effective and efficient management of a Municipal Clerk’s Office. Evaluation criteria include: records management, professional development and certifications, government transparency, elections administration, Texas Public Information Act compliance, Texas Open Meetings Act compliance, boards and commissions support, office policies and procedures, process improvements and innovation, and staff training and development.
What We Do
Public Information & Records
We provide access to City records and respond to public information requests in accordance with State law.

Records Management
We preserve and maintain official City records for long-term access and compliance.
City Council Support
We prepare agendas and maintain official City documents.

We also assist the public with submitting proclamation requests to the Mayor for review and consideration.

Elections
We administer fair and accurate City elections and serve as the Chief Elections Officer.
Local election filers must also submit campaign finance reports (CFR) to the department for processing and public posting.

Alcohol Permits
We process alcoholic beverage license applications in coordination with the State.

File a Citizen Complaint
Residents have the right to receive fair and courteous service. The City Secretary Department reviews formal complaints about City employees (excluding the Police Department).
